MULTI-YEAR DIGITAL ACCESSIBILITY IMPLEMENTATION PLAN

1. INTRODUCTION

This document presents the multi-year digital accessibility implementation plan of Soc Bal du Moulin Rouge, covering a 3-year period. 

The objective is to ensure the accessibility of digital services for all users, including people with disabilities.

 

2. COMMITMENT AND ACCESSIBILITY POLICY

Soc Bal du Moulin Rouge is committed to progressively integrating digital accessibility into its online services. 

To that end, we pledge to implement this multi-year plan in accordance with the 9 key themes required for its comprehensive design, namely: 

 

2.1 STRATEGY 

The digital accessibility strategy of Soc Bal du Moulin Rouge is currently being structured. 

It aims to integrate accessibility from the early stages of digital projects, raise awareness among internal teams, and prioritize essential services for users. 

The initial steps include: 

  • Identifying the relevant services 
  • Initiating compliance audits 
  • Building a realistic and progressive multi-year action plan 

 

2.2 ACCESSIBILITY COORDINATOR 

A digital accessibility coordinator is currently being appointed. 

This coordinator will play a key role in: 

  • Coordinating the initiative 
  • Supporting the teams 
  • Monitoring legal and technical developments 

A dedicated job description will be defined in the coming year. 

 

2.3 RESOURCES 

The resources currently mobilized are primarily internal (project managers, IT managers, communication team). 

External support is being considered to: 

  • Assist with audits 
  • Train teams 
  • Provide guidance on accessibility best practices 

The goal is to structure human and budgetary resources as part of the multi-year plan. 

 

2.4 JOB DESCRIPTIONS 

Integrating accessibility-related responsibilities into job descriptions is a medium-term objective. 

A review will begin in 2025 to identify the relevant roles (content writers, developers, project managers, etc.) and incorporate accessibility concepts into job frameworks. 

 

2.5 TRAINING 

Initial awareness sessions on digital accessibility are planned to begin in 2025. 

The objective is to build internal capabilities through: 

  • Awareness of disabilities and digital barriers 
  • An introduction to the RGAA 
  • A presentation of key issues and regulatory obligations 
  • Targeted practical modules based on roles (e.g., writer, developer)

2.6 GOVERNANCE 

The governance structure for this initiative is currently being defined. 

A cross-functional monitoring committee will be established, involving relevant internal stakeholders (IT, communication, management, legal, etc.). 

This committee will oversee the progress of the action plan and ensure consistency across initiatives. 

 

2.7 PROCUREMENT 

Incorporating accessibility into digital public procurement is a priority for the coming months. 

Collaboration with the Procurement Department is planned to: 

  • Revise RFP templates 
  • Introduce clauses compliant with EN 301 549 and RGAA standards 
  • Raise awareness among teams on evaluating accessibility compliance in digital services

2.8 DIGITAL PROJECTS 

Future digital projects will gradually incorporate accessibility requirements. 

The objective is to embed accessibility into: 

  • Specifications during the scoping phase 
  • The selection of tools and solutions 
  • Validation stages prior to launch 

Project managers will receive support to ensure a realistic and practical approach to accessibility. 

 

2.9 ANNUAL ACTION PLAN REVIEW 

The first annual action plan will be developed following an initial assessment scheduled for 2025. 

This review will evaluate: 

  • Actions completed 
  • Priorities for the following year 

It will be part of a continuous improvement approach, with transparent communication on progress.

 

3. COMPLIANCE IMPLEMENTATION

NEW PROJECTS AND COMPLIANCE 

  • New Projects: Accessibility is considered from the design stage. 
  • User Testing: Users with disabilities will be invited to participate in usability tests when possible. 

 

CORRECTIVE ACTIONS AND IMPROVEMENTS 

  • Corrective Measures: Audits identify non-compliant content, and a correction schedule is established to improve the user experience.
